The Program Management Office consists of the Division Director’s office, records management and administration, and accounting. This section helps determines if State and public agencies, private nonprofit health and educational institutions and homeless shelters are eligible to receive property. Handling charges are assessed on donated property to cover operating expenses. These charges usually run 3 to 5 percent (but no more than 10 percent) of the original acquisition cost of the donated property.

Internal Services and Logistics Branch:
Receiving over 175 semi-truck loads of federal and Department of Defense (DOD) personal property, the Logistics and Internal Services Branch of Division of Federal Surplus Property (DFSP) transports from all 50 states, U. S. territories and foreign US Government overseas locations utilizing a full scale logistics operation that consists of three over-the-road semi-trucks and trailers, licensed CDL motor carrier operators and commercial transportation. DFSP receives a wide variety of items ranging from complete aircraft, trucks, heavy equipment, tools, clothing, office and medical furniture. Most items are well taken care of but are slightly damaged or gently used. On occasion, some items obtained are still New-In the Box (NIB) and just have simply set in government warehouses awaiting final disposition. Property is located through the use of computer screening through the General Services Administration (GSA) GSAXCESS program as well as “physical” on-site screening done by various members of the section as well as by other members of the entire DFSP Division. The Logistics and Internal Services Branch is under the direction of the Internal Services Manager.

Receiving and Distribution Branch:
As property arrives from federal facilities screened all across the country into the DFSP warehouse, our warehouse staff receives items into inventory for re-distribution to eligible “Donees” that include (but are not limited too) schools, fire departments, non-profit organizations, approved Small Business Administration (SBA) entities, as well as all state, county, and local municipalities and public agencies. In addition, the Donee “Want List” is available for use by Donees in locating and finding large quantity and specialty items. Receiving and Distribution is under the direction of the DFSP Plant Supervisor.

Compliance, Eligibility, and Utilization Branch:
All property from DFSP must be used for the mission accomplished by the receiving Donee organization. Property donated by DFSP remains property of the Federal Government until all compliance restrictions have been met. Once the compliance rules terms and conditions are complete the title/ownership of the property is turned over to the receiving Donee organization. All items donated must be placed into use by the receiving Donee within twelve (12) months of receipt. Then, all items must be used from the first day of service for said property for no less than eighteen (18) months. The Compliance & Utilization Branch also administers the GSA Weapons program. Weapons received through this program are also subject to inspection and inventory. The DFSP Compliance Supervisor oversees this branch and ensures rules are enforced.
