Emergency Management Grants Available

 

ADEM manages a number of programs that make funding, equipment and/or training available to jurisdictions and agencies in Arkansas. The list below gives a brief outline of the programs available and a contact for those programs. Please be aware that ADEM is under strict guidelines for managing all grants, and if you do not see a program that fits your specific need, it probably is not covered.

Emergency Management Performance Grant (EMPG)
Who is Eligible: All Counties, Cities of Little Rock & North Little Rock
Deadlines and Restrictions: Period of performance, October 1, - September 30, each year
Funding Range: The amount awarded to each county a fix base amount with additional amount based on population.

Funding Match: Requires 50% non-federal match. Match must be provided by the receiving entity.
Grant Description: EMPG reimburses certain eligible expenses, under program guidelines, to support state and local emergency management costs.

Arkansas Safe Room / Shelter Program
Who is Eligible: Homeowners who install a safe room in their home or a shelter on their property after 21 January 1999
Deadline and Restrictions: At the present there is no deadline. We will fund in the order the applications are received. One rebate per individual for perpetuity.
Funding Range: 50% of cost and installation, not to exceed $1,000.
Grant Description: Rebate to Arkansas homeowners who choose to install a shelter or safe room on their property.

State Homeland Security Grant Program
Who is Eligible: All counties participating in the Needs Assessment

Deadlines and Restrictions: Deadlines are based on each grant timeframe. Counties receiving funding must participate within the strict guidelines of the grant program, including provide mutual aid to surrounding counties, completing a terrorism annex to their EOP and holding an annual terrorism exercise. Equipment purchased through the grant will be tracked by the local jurisdiction and reported to ADEM for three years after the close of the grant.
Funding Range: Based upon assessment of needs and vulnerabilities and population of each county, along with other program priorities/ authorizations.
Grant Description: This grant is specifically designed to address the Homeland Security and response capabilities in Arkansas by providing specific equipment and training to first responders and state agencies based on the needs and vulnerabilities of the state.

Citizen Corps (Now part of the Homeland Security Grant Program)
Who is Eligible:  All Counties participating in the needs assessment and who either have a current Citizen Corp Council or are in the process of development of one.
Deadlines /Stipulations:  Deadlines are based on each grant timeframe as provided by DHS. Counties receiving funding must participate within the strict guidelines of the grant program.
Funding Range:  State funding determined by formula through DHS.  Amount of funding to local jurisdictions dependent upon programs offered and amount provided to the state.
Grant Description:  The Citizen Corps Program is part of the overall Homeland Security efforts in Arkansas and the nation.  Program allows for the establishment of local Citizen Corps Councils and to accomplish Community Emergency Response Team (CERT) training. Training is designed to give individuals and families the basic skills to help themselves and their neighbors during disasters as well as work with local emergency management to develop and promote awareness of disasters and safety practices.  Other programs include Neighborhood Watch (NW), Volunteers in Police Service (VIPS), and Medical Reserve Corp (MRC).

Citizen Corps / CERT Federal Fiscal Year 2002 Supplemental Grant
Who is Eligible:  All Counties & Cities of LR / NLR
Deadlines /Stipulations:  Grant performance period through Dec 2003.  Funds granted through a request for proposal system.
Funding Range:  First round grants were for a maximum of $5,100.00 ($1,000 for Citizen Corps Local Council development and $4,100.00 for Community Emergency Response Team (CERT) team development) Eligible jurisdictions may request additional funding to train additional CERT teams.

Act 833 Fire Grant Program
Who is Eligible: Arkansas Fire Departments
Deadlines and Restrictions: October 31.
Funding Range: Act 833 of 1991 provides ½ of 1% of all turn back funds from fire insurance premiums to be divided among the 75 counties in Arkansas according to population. The funds in each county are divided according to population unless the county Intergovernmental Cooperation Council notifies the Quorum Court of needs of the fire departments, in which case the Quorum Court apportions the money according to those needs.
Grant Description:  Act 833 funds are to be used for training, fire fighting equipment, and initial capital construction or improvements of fire departments.

Federal Hazard Mitigation Grant Program
Who is Eligible: State and Local Governments, Private, Non-profit Organizations, Publicly-owned Special Districts and Indian Tribes.
Deadline and Restrictions:  Applications should be turned in soon after a disaster so that opportunities are not lost during reconstruction. Communities must participate in the National Flood Insurance Program and have a FEMA approved mitigation plan. Projects cannot contribute to or encourage development in the floodplain or other hazardous areas. Projects must address repetitive losses and be cost effective (at least 1:1 cost to benefit ratio) and environmentally sound.
Funding Range: FEMA normally funds up to 75% of the cost of each project. The State provides 12 1/2% and the local match is 12 1/2%. The local share can be met with in-kind services or materials. Total Federal funding under the HMGP will not be determined until 6 months after the disaster.

Grant Description: Funds projects that will reduce the effects of hazards and/or vulnerability to future disaster damage.  Unlike FEMA’s Public Assistance programs that help pay for repair and restoration of existing facilities, HMGP helps fund a wide range of new projects to reduce hazard vulnerability and future damage.

Flood Mitigation Assistance Program
Who is Eligible: Local governments, special districts and Indian tribes.
Deadline and restrictions: Generally Notice of Intents will be accepted anytime. Applications must be completed prior to August 1 each year. Must be member of NFIP and have an FEMA approved mitigation plan to be eligible.
Funding Range: Usually there is $100,000 available for projects. 75% Federal and 25% local.
Grant Description: Acquisition, or relocation of repetitively flooded properties that have flood insurance.

Pre-Disaster Mitigation Grant - Competitive
Who is Eligible: Only ADEM may apply as the grantee. Sub-grantees may be other state agencies and local governments, which includes sub-jurisdictions (i.e. school districts, drainage districts, etc.). Private non-profits are not eligible, but may ask a local government to submit the grant on their behalf.
Deadline and Restrictions:  Jurisdictions must be in good standing with the National Flood Insurance Program (NFIP) and have a FEMA approved mitigation plan. Applicants are strongly encouraged to make application by use of the FEMA Mitigation e-Grant Management System.
Funding Range: Any one project may not exceed $3,000,000 federal share. It is a 75%/25% match ratio. The subgrantee 25% match may be hard or soft or any combination.
Grant Description: The grant may be used for mitigation planning, removal of repetitive flood loss properties and other multi-hazard mitigation projects.

Arkansas Hazard Mitigation Program
Who is Eligible: All Arkansas counties can apply by filling out a Notice of Intent.

Deadline and Restrictions: Projects are selected January 1 and July 1. Must be for repetitive damaged sites and be cost effective.
Funding Range: Cap on projects - $150,000.00 - 50% state - 50% local.
Grant Description: The Arkansas Hazard Mitigation Program provides funding for projects in counties that have had repetitive damaged situations, whether it is from floods, wind storms, earthquakes or other types of disaster.  The State Mitigation program challenge counties to select priority sites where repetitive damages occur and find permanent solutions to these problems. Completed projects have saved thousand of dollars. As more projects are funded, the savings to Arkansas will continue to grow.

Hazardous Materials Emergency Preparedness Training And Planning Grants
Who is Eligible: State manages grant to provide training to local jurisdictions
Deadlines or Stipulations: None for local jurisdictions. Jurisdictions should request hazardous materials training from ADEM.
Funding Range:  $0 – $159,000
Grant Description:  The Hazardous Materials Emergency Preparedness (HMEP) grant program is intended to provide financial and technical assistance as well as national direction and guidance to enhance State, Territorial, Tribal, and local hazardous materials emergency planning and training. The HMEP Grant Program distributes fees collected from shippers and carriers of hazardous materials for hazmat training and hazmat planning.

Chemical Stockpile Emergency Preparedness Program (CSEPP)
Who Is Eligible: Designated agencies, and county jurisdictions that participate or support the CSEP Program to provide emergency preparedness and response to the communities surrounding the Pine Bluff Arsenal.  Those counties are: Arkansas, Cleveland, Dallas, Grant, Jefferson, Lincoln, Lonoke, Prairie, Pulaski and Saline. (100% administered by FEMA, ADEM is the grantee)  
Deadlines or Stipulations: Full participation is required to receive funding. Multiple administrative and financial benchmarks required.
Funding Range: varies according to need.
Grant Description: Funding identified and provided to jurisdictions/support agencies for "off-post" preparedness.
