Exercise Programs HSEEP The Homeland Security Exercise and Evaluation Program (HSEEP) is a capabilities and performance based exercise program which provides a standardized policy, methodology, and terminology for exercise design, development, conduct, evaluation, and improvement planning. The State of Arkansas and its 77 political sub-jurisdictions implements the HSEEP in accordance with Homeland Security Presidential Directives 5 and 8. CSEPP The Pine Bluff Arsenal is one of eight locations in the nation where chemical weapons are stockpiled. The United States Congress has ordered that these weapons be eliminated in the safest manner possible. The Chemical Stockpile Emergency Preparedness Program (CSEPP) was established to enhance emergency preparedness in communities around the chemical stockpiles until the stockpiles are eliminated. Each year, a community wide full scale exercise is conducted to assess the preparedness and response systems of the arsenal, the ten county jurisdictions surrounding the arsenal, and the State Emergency Operations Center. The Pine Bluff Arsenal stores two types of chemical agents — nerve and blister. These agents are stored in a high security area. REPP As a result of the 1979 incident at the Three Mile Island Nuclear Power Plant in Pennsylvania, federal guidelines established the Radiological Emergency Preparedness Program (REPP) for the protection of those who reside or work near nuclear power plants. A partnership between Arkansas Nuclear One, ADEM, ADH, FEMA, and the USNRC provides emergency planning, training, and annual exercises to assess community wide radiological preparedness. |
